Org. Setting and ReportingThis position is located in the Security and Safety Service of ECLAC in Santiago, Chile. Under the overall command of the Chief of Service, the Security Lieutenant is required to perform armed security functions and report directly to the Security Inspector in charge of the Security Coordination Unit or supervising officer. The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 to contribute to the region's economic and social development. Its mission includes the design, monitoring, and evaluation of public policies and the provision of advisory services, expertise, and training to Governments, as well as support for regional and international cooperation and coordination activities. ResponsibilitiesUnder the overall command of the Chief of Service, the Lieutenant will perform armed security functions and will report directly to the Security Inspector. The Lieutenant will supervise the Sergeants and/or Security Officers ensuring the efficient running of overall security operations. The Lieutenant will assist the Inspector to conceptualize and develop new ECLAC security standard operating procedures and contingency plans and will replace the Inspector when off duty. Within delegated authority, the Security Lieutenant will be responsible for the following duties: • Organizes and manages the activities and operations of the Unit as required. • Inspects line-ups of officers to ensure that they are properly attired equipped and knowledgeable of the daily security requirements. • Assigns officers to areas and maintains contact with supervisory personnel and officers. • Directly supervises Unit personnel. • Ensures that all posts are properly and effectively manned (including ensuring that first-line supervisors make frequent patrols to all static and mobile posts to observe work performance and to further brief officers on duty). • Assures the proper maintenance of all relevant equipment and records. • Prepares and reviews incident reports of the Unit; guarantees that all incidents and complaints reported are effectively addressed. • Review all meeting and special event schedules to determine staffing requirements. • Recommends inter-unit redeployments to resolve temporary personnel shortages. • Assume command of emergency or heightened security situations until properly relieved. • Reviews security arrangements and staffing resources continuously and makes recommendations to the Security Inspector for improvements in the procedures or more effective deployment of staff. • Carries out patrols to monitor officers' performance under the command and inspect subordinates' uniforms, equipment, and general appearance of subordinates. • Supervises traffic control within the grounds of the ECLAC premises and enforces traffic regulations. • Prepares cost estimates related to his/her unit's operations and overtime forms and supporting documentation. • Organizes and supervises building evacuation exercises. • Drafts risk analysis when required. • Replace Security Inspector as required. • Performs all other related duties as required. EducationHigh school diploma or equivalent is required. NOTE: For positions in the General Service category, candidates are required to clearly indicate in their Applicant Profile (AP) relevant information confirming completion of High School. Job - Specific QualificationValid driving license is required. Must be in condition to obtain a legal weapon permit in the country of service and pass the UN weapon qualification within the first 12 months of service is required. Additional security or military training is required. Work ExperienceAt least seven years of experience in the police, military or private security services or the UN Security and Safety Service or other similar international organization is required. The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher. Four (4) years in the United Nations Security Management System (UNSMS) is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat and Spanish is a working language of ECLAC. For the post advertised, advanced knowledge of Spanish and English is required. Knowledge of another official United Nations language is an advantage. AssessmentEvaluation of qualified candidates will include a series of assessments, included but not limited to: - The United Nations Security Officer Test (SOT) and the technical test prepared by the Security and Safety Section. - A physical fitness assessment. - A written assessment in the field of security and safety. - A competency-based interview. * Candidates must pass each stage in order to progress to the next to be considered for possible recruitment. As part of recruitment process, candidates will also be required to pass a psychological evaluation. Must be in condition to obtain a legal weapon permit in the country of service and pass the UN weapon qualification within the first 12 months of service. If the candidates fail this test, his/her contract will not be renewed. The incumbent is required to work irregular shift hours on 24/7 basis. May be required to work extended duty shifts on short notice based on the exigencies of the service.
