**DEPARTMENT**:- Purchasing**REPORTS TO**:- Purchasing Manager**LOCATION**- Corporate**JOB SUMMARY**The Buyer II purchases goods and services for the Kentucky Lottery Corporation (KLC) using a best value methodology in adherence to established procurement policies and procedures. Negotiates with vendors to obtain quotations, bids, prices, and delivery times. Evaluates vendor quotes and services to determine if they are compatible with company objectives. Ensures compliance with all state and KLC purchasing regulations while meeting or exceeding internal customer's needs in the procurement process. The Buyer II handles formal procurements.**ESSENTIAL DUTIES/RESPONSIBILITIES**- Oversees and facilitates in the structure and completion of formal procurements including Request for Proposals (RFPs), Request for Information (RFI), Invitation for Bids (IFBs) and Request for Quotes (RFQs) which require coordination between user departments, vendors, and Legal Department.- Composes specifications, terms, and conditions, and prepares solicitations, to obtain responses from suppliers. Completes procurement process to obtain goods/services. Prepares evaluations and pricing spreadsheets. Handles supplier correspondence as needed. Maintains assigned contract files including renewals, updates, cancellations, etc.- Conducts research on new products and Attends seminars, trade shows, and other events to stay abreast of current trends in Purchasing.- Prepares determinations and findings for all required solicitations and board summaries as required for new and existing contracts.- Coordinates problem resolution regarding internal purchasing policies and procedures, invoices, deliveries, contracts, etc.- Serves as Procurement Card Administrator and handles the KLC Travel Card Program.- Develops and maintains quarterly and annual KLC Disadvantaged Business Enterprise procurement reports.- Serves as alternate administrator for the KLC surplus property- Provides guidance and mentorship to Buyer I in day-to-day procurement responsibilities.- Assists with special projects to include, but not limited to, departmental and interdepartmental communications such as in-services, trainings, surveys, etc.- Works and communicates with the Legal Department. Coordinates the procurement process regarding contract maintenance functions including the KLC's Personal Service Contracts (PSCs) regarding, but not limited to, acting as a liaison between Purchasing and Legal Departments, assisting in the maintenance of PSC files, renewal processes, problem resolutions, reports, etc.- Maintains departmental relationships to ensure that all procurement procedures are met, procurement needs are addressed, and any contract problems are resolved.- Maintains procurement- Performs other duties as assigned by the Purchasing**KNOWLEDGE/SKILLS/EXPERIENCE**- High school diploma or equivalent.
